Then, from Maha Satra University of Satra Angor Institute, The kingdom of Cambodia, His Research Thesis was on General Examination of E-Business in the Modern World of Information Communication Technology (Post-Doctoral Degree Thesis).

Dual Degrees: He also obtained Dual Doctorate Degrees and Dual Bachelor Degrees in Computer Science and Information Technology with Distinctions as a transferred Student from Adam Smith University of America which was accredited during his studies.

Productive Professor: Being a Supervisor and Co-Supervisor of Undergraduate and Postgraduate Thesis: As a Productive Professor, He has been Supervising and Co-Supervising both Undergraduates and Postgraduates Thesis up to The Post-Doctoral Degree Thesis in which some of them have become Vice Chancellor and Professors today as a resource person both for their Ph.D. and a member of their Professorial Assessment Committee. Emeritus Prof. (Sir) Dr. Abdel-Badeh M. Salem is a professor emeritus of Computer Science since  September 2007 till now. He was a former Vice Dean of the Faculty of Computer and Information Sciences at Ain Shams University, Cairo-Egypt (1996-2007).  He was a full professor Dr.of Computer Science at Faculty of Science, Ain Shams University from 1989 to 1996.  He was a Director of Scientific Computing Center at Ain Shams University (1984-1990).In 1996 he was moved to the Faculty of Computer and Information Sciences at the same university. His research includes Knowledge engineering and computing, expert systems, intelligent  medical and health informatics, and intelligent e-learning technologies.  He has published around 400 papers in refereed journals and conference proceedings in these areas.  He has been involved in more than 500 conferences and workshops as a Keynote speaker, member of Int. Program Committees, organizer and Session Chair.  He is author and co-author of 25 Books in English and Arabic Languages.

He was one of the founders of the following events, First Egyptian Workshop on Expert Systems 1987, Int. Cairo Conference on Artificial Intelligence Applications in 1992 and Int. Conf. on Intelligent Computing and Information Systems 2002, and one of the main sustainers of annual Int. Romanian Internet Learning Workshop Project (RILW), 1997. Prof Christopher Oyat is a proud Acholi by tribe who has great love for his tribe and culture. He is a married man with five children. He speaks fluently Luo and English languages. Prof Christopher Oyat holds Master of Arts degree (Development Studies) from Uganda Martyrs University; a PhD in Management from The Business University of Costa Rica; and an Honorary Doctorate (Honoris Causa) in Management from IIC University of Technology in Cambodia.

He has a Doctor of Letters Degree from St Clements University; a Fellow Chartered Educator (FCE) from Chamber of Computer Logistics People (CCLP Worldwide); a Lifetime Doctoral Fellow (DFEIFD) with European Institute of Financial Directors (Accredited Institution by Ministry of Education in Latvia); a Companion of Institute of Management Specialist (Comp IMS) – UK; and Doctoral Fellow (DFPFM) at Institute of Professional Financial Managers (IPFM) – UK.

Prof Christopher Oyat is an effective and excellent classroom Teacher and Lecturer in Gulu University. He has been teaching and lecturing in Gulu University from 2003 up to date. He has lectured or taught for about 14 years in the Faculty of Business and Development Studies and Gulu University in general. He was promoted to the rank of Senior Lecturer in 2011.

Prof Christopher Oyat appreciated the importance of Open/Long Distance Learning and other forms of trainings which made him to acquire several certificates such as: Diplomas and Post Graduate Diplomas in various disciplines from different institutions, for example a Diploma in Personnel Management and Industrial Relations from the College of Professional Management – UK, a Diploma in Communication in Business and Management from the College of Professional Management – UK; a Diploma in Principles of Modern Management from the College of Professional Management – UK; a Diploma in Business Management and Administration from the College of Professional Management – UK; he went ahead to achieve another award of a Diploma in Organizational Behaviour from Cambridge International College UK; a Diploma in Project Management from Cambridge International College UK;  and an award of Certificate in the Management of Development Planning  from FRIEDRICH EBERT STIFTUNG in 2000; and also obtained an award of Certificate in Performance Oriented Management from Manpower Services (Uganda)  2002.

Prof Christopher Oyat worked as Town Clerk of  Kalongo Town Board in 1992-1995; he also worked as Assistant Town Clerk of Kitgum Town Council from 1995-2000; served as Deputy Town Clerk of Gulu Municipal Council in 2000; and thereafter worked as Ag. Town Clerk – Gulu Municipal Council in 2001;  and worked as Human Resources and Organization Development Advisor / Manager of ACORD (A British-based international NGO) from 2002 -2005.

Prof Christopher Oyat lectures and teaches / or has been able to teach the following course units in Gulu University: Research Methodology for Master of Business Administration and Post-Graduate Diplomas; Research Methods and Basic Statistics for undergraduate students; Project Planning and Management for post graduate classes; NGO Management for post graduate classes; Organizational Behaviour for Master of Business Administration year II classes; NGOs and Development for undergraduate classes; Urbanization and Industrialization for undergraduate classes; Project Planning and Management for undergraduates; Industrial Psychology for undergraduate classes; and Organizational Culture and Ethical Behaviour for Master of Arts in Governance and Ethics.

He is an approved Internal Supervisor/Examiner for both undergraduate and post graduate research dissertations of students at Gulu University.

Some aspects of professionalism demonstrated by Prof Christopher Oyat 

Prof Christopher worked as the Chief Executive Officer of Gulu Municipal Council in 2001 where he was appointed by Government as the Accounting Officer (Town Clerk) of the Local Government. As the Chief Executive of the Local Government, and for the love he has for educating the people, he was able to oversee and ensure the successful building of seven new primary schools in Gulu Municipal Council. The primary schools were successfully constructed and furnished using World Bank money under the famous School Facility Grant (SFG) within a record time of one year as required. Schools which were constructed and furnished were: Police Primary School, Labour Line Primary School, Wiiaworanga Primary School, Layibi Techo Primary School, Pawel Primary School, Mama Cafe Primary School, and Aywee Primary School. He made his contribution towards education from grassroots level well known.

Prof Christopher also worked as Human Resources and Organizational Development Advisor of ACORD – a British based charity for four years (2002 – 2005). During his tenure, he was able to produce all the needed policy documents of the organization in Uganda, namely: Security Policy Guidelines; Human Resources Policy Guidelines; Staff Code of Conduct; Induction Manual for new staff members; Industrial/Internship Manual; Strategic Staff Training and Organizational Development Plan; Volunteer Policy; and Policy Guidelines for the Recruitment and Selection of Senior staff members among others. As an Advisor and Manager, he supported organizational partners with whom ACORD signed memorandum of understandings. This would be through technical advice and support to ensure the development of relevant policy documents for eventual implementation and partnerships.

Prof Christopher Oyat offered strategic support to land research undertaking in 2004 in favour of “Civil Society Organizations for Peace in Northern Uganda” (CSOPNU) which received funding from Royal Netherlands Embassy to be managed by Norwegian Refugee Council. CSOPNU applied for the funding to conduct a research on land matters in Acholiland in Uganda.

The main purpose for the establishment of CSOPNU in 2002 was “to advocate for a just and lasting peace in Northern Uganda based on analysis and articulation of underlying causes and effects of the conflict in the region”. In this regard, the main and adopted method of work was to conduct advocacy at national and international levels through research, analysis, discussion and policy advice so that ultimately there is fairness in the management, use and allocation of land.   As a panel member, Prof Christopher did a good job as demonstrated in the quality of research report produced in December 2004.

Prof Christopher is also an International Advisor in research and publication matters at The Board of International Academic Journal of Development Research (IAJDR) in Cambodia. He was appointed to the position of member of the International Board Advisor of IAJDR. In this position, he advises the board, students and other forums of IAJDR on matters pertaining to his expertise. The appointment took effect from June 21st 2013. This Education group has cooperated with the famous Angkor University in Cambodia and The Business University of Costa Rica in Central America to establish this Journal house. Prof Christopher Oyat lectured at Eelo University in Somalia in the months of October – November 2016, upon special invitation. He taught as Guest Lecturer for MBA II and Post Graduate Diploma students; administer exams and marked allocated five (5) course units accordingly.

Prof Christopher Oyat has so far accumulated 15 certificates of appreciation and excellence presented to him in his honour for distinguished service by students from different classes taught at both undergraduate and postgraduate levels. The certificates of appreciation of excellent teaching and commitment have been from the following classes over time: Master of Business Administration; Master of Arts in Governance and Ethics; Post Graduate Diploma in Financial Management; Postgraduate Diploma in Project Planning and Management; Postgraduate Diploma in Entrepreneurship Development; Bachelor degree in Development Studies; and Diploma in Development Studies. Prof Christopher Oyat has been engaged in effective academic research supervision at undergraduate and postgraduate levels. He has successfully mentored, couched, examined and supervised 28 Masters Dissertations and over 150 undergraduate research works of students in Gulu University and Uganda Management Institute. These students have successfully completed their Masters and Bachelors studies in various disciplines. He is currently a referee to several successful graduates from Gulu University. He is willing to support students who have demonstrated interest in progressing in academic and professional industries.

Prof Christopher Oyat has executed several consultancies, facilitated seminars and workshops in Uganda. He is an excellent consultant, facilitator, motivational speaker and an effective communicator when called upon by organizations to conduct their businesses on management, project matters and human resources. Based on records in respect to numerous consultancies and facilitation of workshops and seminars conducted, it is clear that he is committed not only to remain in the classroom for academic works perse, but to render professional services to organizations which need them in Uganda and elsewhere.

Prof Christopher Oyat has so far published forty (40) articles in international academic and professional journals, namely: The Management Specialist; The Prime Journal of Business Administration and Management; The Prime Journal of Social Sciences; The Academy Journal; International Academic Journal of Development Research; The VERITAS Academic Journal; and Gulu University Medical Journal.

Prof Christopher Oyat has written considerably on issues of higher education while basing himself on UNESCO principles and Declarations.

Peer review of articles and participation at international conferences and seminars

Prof Christopher Oyat was instrumental in the organization of the first International Gulu University Graduate Students’ Seminar which took place on December 2nd – 3rd 2010 at Golden Peace Hotel. He was in charge of program, and key to the identification of topics for presentation and discussion. He worked closely with Prof Paul Bwangamoi, the then Director of the Institute of Research, Graduate Studies and Staff Development; and reviewed papers for publication. He participated in the Second International Gulu University Conference which took place on November 8th – 10th 2011 where he presented two research papers. Christopher also participated in the Third International Gulu University Annual Conference held on May 4th – May 5th 2016 at Bomah Hotel, Gulu Town.

Educate!, an NGO working in Uganda invited Prof Christopher Oyat as a Panelist to participate in there Annual Global Conference organized in September 2016. The Theme of the Conference was “Skills- Based Education for Sustainable Livelihood: Experience the Education Reform in Uganda. Christopher actively participated and made recommendations in respect to reform areas which should be worked on. An article to this effect was generated and published for wider readership.

On April 7th, 2017, he presented a research paper titled “Planning for Retirement” at a Regional Seminar organized by Institute for Certified Public Accountants of Uganda (ICPAU). He received a Certificate of Merit because of his excellent presentation. He proceeded thereafter to publish an article on this research paper with a “The Management Specialist Journal – UK” in 2017.

The only Vice Chancellor from an Indian University invited to the 7th Global Strategic Review at Geneva, Switzerland by the International Institute of Strategic Studies (IISS) to deliberate on the theme The New Geopolitics. attended the Conference from the 11 to 15th Sept 2009. Dr Anoop Swarup joined discussions along with a veritable array of global experts and distinguished world leaders who included Dr Zbigniew Brzezinski former US National Security Advisor, Prof Francois Heisbourg, Chairman IISS, Sir Sherard Cowper-Coles, K Foreign Secretary’s Special Representative for Afghanistan and Pakistan, Lord Robert Skidelsky, Member, House of Lords, UK and Shiv Shankar Menon, Former Foreign Secretary, India as also several ambassadors, economists, military strategists, foreign policy and political experts.

Following the onset of the world’s gravest economic crisis for generations, the questions were of a dramatic character. Will the world move to a more egalitarian political order where the US was less apparently supreme? Would there be lasting geopolitical change as a result of shifts in the financial balance of power? Might the economic crisis and climate change further weaken fragile states and make the challenge of conflict resolution even more daunting? Moving into 2010, many of the agendas and practices established by west in the previous decade and a half appear in retreat even in the face of acts of genocide or equivalent natural tragedies. The link of terrorism with Pakistan is now strategically recognized, and the growing appreciation in Pakistan that the neo-Taliban constitute a direct threat also to Pakistan, may result in genuine intelligence co-operation and action. On the sidelines Dr Swarup had the opportunity to share views with Guo Xiangang, Vice President and Editor-in- chief of China Institute of International Studies on the recent Indo China border incursions and the way forward to a peaceful resolution of the dispute. Others who discussed a variety of issues with Dr Swarup included Najmuddin A Shaikh, Former Pakistan Foreign Secretary, Azhar Ali Shah, Director General, ISSRA, Pakistan, Dr Jeffrey Mazo, Managing Editor, Survival and several others. Tan Sri Dr Abdul Majid, Chairman of Malaysia Airlines and a distinguished Economist expressed a very keen interest in developing a collaborative partnership with Shobhit University.

Dr Swarup joined breakout sessions presentations on Climate Change, Water Security and Geopolitics and on the Economic Crisis and International Order. It was pointed out by him that water may indeed be a source of peace and stability as also a source of friction and societal unrest as more than 250 cubic kilometers of ground water is being sucked out in South Asia that is much more than the recharge rate. As a consequence India particularly the Indogangetic plains and the Ganga Yamuna Doab (in and around Meerut) where the water table has gone down from 3.8 metres to 2.8 metres in just a year’s time is going to face the worst ever water crisis due to acute ground water depletion. It was pointed out by him that for the first time after the green revolution India faces an unprecedented crisis of famine, deprivation and acute shortages in the near future if we do not act fast as we live not only on burrowed water but also on borrowed time. Dr Swarup mentioned that it was indeed unfortunate that in India we still do not incorporate climate change forecasts into our defense planning and the anthropogenic climate changes are not taken into account into the strategic plans even by the Planning Commission. Dr Ronald Filadelfo and Marq de Villiers the author of ‘Water: The Fate of Our Most Precious Resource’ agreed to visit Shobhit University and work on a joint collaborative research projects.

Dr Swarup has earlier served as a Global Environment Outlook Reviewer (GEO), Inter Governmental Panel on Climate Change (IPCC), United Nations Environment Programme (UNEP) in 2007, an organization that was awarded the Noble Peace Prize and he was also nominated in 2008 by the UN Secretary General Ban Ki -moon as UN Finance Expert to the UNSC (United Nations Security Council).
